It is possible that litecoin hashrate could reach its all time high in the future. There are few factors involved. Firstly, if the price of litecoin increases, it would attract miners, which would increase the hashrate. Second, if litecoin becomes more popular. But if it goes otherwise, like the price decreases or network experiences a major hack or outrage, this could damage the reputation and make it less attractive to miners.
