Is there any instruction on how to restore litecoin core desktop wallet to different computer using passphrase?
and is there any user guide on how to use the command inside the debug console?

the passphrase is not use to import the wallet from different computers,
there are seeds (list of words) give out by some wallet softwares that are use for that purpose.
if you have the passphrase created by you, that is not good for restoring, you need the private key or the wallet.dat file
