Litecoin foundation did partner with Ternio “Blockcard” earlier this week to provide a native LTC “debit card” so this is a real thing but as for the email, Litecoin foundation has been the only party that sent me an email, I would recommend you go to Litecoin.org if you are unsure, there is plenty of details there.
