I have encrypted my litecoin core wallet.
Now when i wish to send a payment the wallet is encrypted and locked.
where on the wallet do I click to decrypt it? (i remember my password, so no worries there).

just send the coins, you will be ask for the passphrase before the transaction its finish.
the wallet you are talking about is called a “brain wallet” core works differently when you encrypt your core wallet you are setting a spending passphrase…

…btw brain wallets are a very bad choice as they can be easily brute force cracked easily
